WA electricity concessions and rebates: who qualifies and how to claim

Western Australia has several programs designed to reduce electricity costs for eligible households. 1. The WA Electricity Concession
What it is: A discount applied to electricity bills for eligible Western Australian households. Applied as a percentage reduction on the supply charge and consumption charges.
Who qualifies: Holders of one of the following Commonwealth concession cards:
- Pensioner Concession Card (issued by Services Australia or DVA)
- Health Care Card (issued by Services Australia)
- DVA Gold Card (Department of Veterans' Affairs)
How to access: Register your concession card details with Synergy. This can be done:
- Online through Synergy's My Account portal
- By calling Synergy on 13 13 53
- At a Synergy customer centre
Once registered, the concession is applied automatically to future bills. It's not applied retroactively, so register as soon as you're eligible.
Note: The concession rates are set by the WA Government and reviewed periodically. Check the Synergy website or the WA Department of Energy (now part of DIER) for current rates.
2. The Household Electricity Credit (HEC)
What it is: A credit applied to residential Synergy bills as a cost-of-living measure from the WA State Government. Unlike the concession, this is not means-tested — it applies to all eligible residential Synergy customers.
How it appears: Automatically applied to residential electricity accounts as a credit on the bill. No application required for existing accounts.
Amount: Set by the WA Government budget; has varied from year to year. Check your current Synergy bill or the WA Government's budget announcements for the current credit amount.
3. The Energy Assistance Payment (EAP)
What it is: A targeted assistance payment for low-income Western Australian households facing electricity hardship. Provides a one-off or annual payment directly offset against Synergy bills.
Who qualifies: Eligibility criteria are set by the WA Government and may include:
- Income thresholds
- Commonwealth concession card holders not receiving the standard WA Electricity Concession

4. The Hardship Utility Grant Scheme (HUGS)
What it is: HUGS provides grants to Western Australian households in financial hardship to help pay electricity and gas bills. Unlike a loan, a HUGS grant does not need to be repaid.
Who qualifies: Households experiencing financial hardship who are at risk of disconnection or have outstanding balances. Assessment is conducted by participating community service organisations, not Synergy directly.
How to access: Contact a HUGS-approved community service organisation. Search the WA Government's HUGS page for a provider near you. The organisation assesses eligibility and processes the grant on your behalf.
Grant amounts: Vary based on assessed need. Can be used toward current Synergy bills or outstanding balances.
5. Life support equipment concession
What it is: A reduced tariff or waiver of supply charges for households where a member uses approved life support equipment continuously.
Who qualifies: Households where a Synergy-recognised life support machine is used continuously. Examples include dialysis machines, oxygen concentrators, ventilators.
How to access: Your medical professional provides a written declaration. Submit to Synergy with the relevant application form. Once approved, Synergy registers your account as a life support customer — this also provides protection from planned outages (Western Power must notify registered life support customers of planned outages in advance).
6. Medical equipment loads
Separate from life support, some medical equipment (e.g. CPAP machines, sleep apnoea equipment, nebulisers) has low electricity draw that may not qualify for life support status but can still be registered as a "medical load" with Synergy for notification purposes.
7. NILS (No Interest Loans Scheme)
What it is: Not a direct electricity concession, but relevant for energy costs: NILS provides interest-free loans of up to $2,000 (and in some states higher for specific purposes) for eligible low-income households. The loan can be used for energy-efficient appliances, solar hot water systems, or energy bills.
Who qualifies: Holders of a Health Care Card or Pensioner Concession Card, or those on a low income. Loan repayments are set at an affordable amount from your Centrelink payment.
How to access: Contact a NILS-approved community organisation or Good Shepherd Australia. Applications are processed through participating community organisations.
Relevance to solar: A NILS loan of $2,000 is insufficient for a full solar system but can cover a solar hot water system, a heat pump hot water upgrade, or an energy-efficient appliance replacement that reduces ongoing bills.
8. Synergy's hardship program
What it is: If you're struggling to pay your Synergy bills, Synergy operates its own customer hardship program (as required under WA energy regulations). This can include:
- Payment plans (smaller instalments spread over time)
- Temporary bill payment support
- Referral to HUGS or EAP
- Protections from disconnection while on a hardship arrangement
How to access: Contact Synergy directly at 13 13 53 and ask to speak with a hardship representative. Synergy is required to offer payment plans before proceeding to disconnection for residential customers.
Common gaps
